Counties – Question 5

Everyone do this one! Study the alternative forms of county government in the text and go to your home county web site (use Aiken if you live out of state) and determine which form your home county uses and explain your conclusion. (Use the SC Government link in the left hand frame to get to your county.)

Aiken county uses the council-sdministrator form of government. The website listed the county council members as well as the council administrator which made it evident of the form the county used. From studying this type of government, I understand that the administator is an appointed official that is employed by the council tomaintain such duties as executing policies, directing and coordinating operations, and preparing annual operating and capital budgets. The council members themselves are elected for two or four year terms of office.

Lexington County uses council-administrator form of government. The lexington county website gave a list of all the current events that have been going on with the county council. The website also information about the nine district and serve four year terms. In addition, the County Council members appoint the membership of eight special boards and have an influence on several other regional commissions. Boards for which Council members are responsible include: the Assessment Appeals Board, the Accommodations Tax Advisory Board and the Athletic Commission. In addition to these boards, County council appoints member and has influence on other various boards and commissions. Members of the various boards and commissions are chosen from the community. They are people who have displayed an interest in the board’s work and possess leadership skills that would be an asset to the board and the County.The County Administrator is appointed by the County Council and oversees the day-to-day operations of the County.

The Council-administrator is used by Aiken County. They have an administrator who is appointed. The County Administrator for Aiken is J. Clay Killian. He is responsible for preparing annual operating, capital budgets, and executing policies.

Lexington County uses council-administrator form of government. The county councils appoints members.

Greenwood County is one of the two counties in South Carolina that has a council-manager form of government. There are seven people on the council, which most council-manager governments consist of five to twelve members. One council member is my cross-country coach from high school (which I did not know until I looked at this website!) The county manager, treasure, and auditor are appointed rather than elected. The council members are elected for either two or four term years of office. This type of government is the only one that allows for the reduction in the number of elected department in order to make coordination between key departments easier.

Aiken County’s form of government is the council-administrator form. In the council-administrator form, the administrator is an appointed official employed by the council. The duties of the administrator are written out in the state law. The administrator is required by law to notify the council of the amount of tax revenue needed to meet the county’s financial requirements. The administrator does not have authority over any elected officials in the county. The duties of the administrator include but are not limited to: supervising the spending of appropriated funds, preparing financial and administrative reports for the council, and directing and coordinating operations of the county.

My hometown is Summerville which is in the county of Dorchester. The type of government they use here is council-administrator. There are seven members of the county council in the county government. The voters here elect the county council and in turn the council appoints the administrator. The administrator makes sure that all departments and agencies are doing the job they are supposed to. The administrator is to answer to the council. The administrator does not have any power over any elected officials. He has the responsibility of reporting all financial activity to the county council. The county council however can not tell any county employee how he/she should do their job and vice versa, the council can only provide helpful general direction to employees. Everybody has to work together to keep each other happy and productive.

I looked at Lexington County website and I saw that Lexington uses council and administration as their form of government. On the Lexington County website I it gives updated new of what has been going on in the county on the right side of the page and on the left side of the page it gives links to various things such as the county profile, getting numbers and emails to administrators, and things that deals with the county government just to name a few.

I live in manchester, nh, which is located in Hillsboro County. Hillsboro County uses the ever popular council-administrator for of government.

My home county is Berkeley County. Berkeley County uses the Council-Supervisor form of government. Within this form, a council consists of no more than 12 council members who are elected for two or four year terms. The supervisor is elected and he/she serves as the presiding officer of the council. They are elected for two or four year terms. Mr. Daniel W. Davis is our supervisor. Berkeley County Council's responsibilities include governing and providing leadership through the articulation of policies (ordinances and resolutions) for the County. The members of Council serve four-year terms representing the eight districts of the County. My home is in District 7, so my representative is Mr. Caldwell Pinckney, Jr. Every two years the members elect a Vice-Chairman and Chairmen of the eight committees to represent them for the two-year period.

I am a resident of Edgefield County, where we use the council-administrator form of government. Edgefield County has five elected council members. The county administrator John Pettigrew assumes the normal responsibilities as his peers in the council-administrator form of government in SC. Obviously, the administrator is not an elected official and does not have direct power over constitutionally elected officials in the county. But there is a lot of bargaining between the county administrator and Sheriff in Edgefield County. Even, though in actuality the county administrator is not his boss or the council. I believe I prefer the council-administrator form of government.

I live in Edgefield County and we go by the Council-Administrator form. According to the Edgefield County website, the county council has five single member district that are elected to office. The members have two-year terms. The county council then creates a policy that meets with the direction of the appointed County Administrator. The current County Administrator is Chairman Monroe Kneece. The Adminstor, according to text, is responsible to inform the council of anticipated revenues and the amount of tax revenue required to meet the financial requirements of the county.

Most all of you did a good job in giving the type and describing it! Xavier did get the chair of the council mixed up with the appointed administrator. The former administrator of Edgefield was Wayne Adams, a usca graduate who took many of my courses -- wonder if any of you will become administrators or managers so I can refer to you!?! Almost certainly!
