Counties – Question 8
Question for DeQuawn S and Matt S. Describe the kinds of services that counties provide and how they pay for these services.

South Carolina counties offer a wide range of services just like that of the city. It does differ from county to county, however, every country offers law enforcement, in counties it is under the Sheriff’s office. In most cases the counties provide detention facilities as well. Counties also work with the state and local city governments to keep the roads maintained. When ever you take your trash to the dump you are most likely doing it in a county facility as this is another service they offer. Local libraries are also a country service they provide for the public. Other important county services offered are recreation, EMS, code enforcement, and the judicial system. Hospitals and water and sewer service are often found to be listed under a county service, as well. The big question is how does the county provide all these wonderful services to the people, in other words, where is the money coming from? The answer: counties get majority of their money from property taxes. Property taxes are the only taxes raised by the county. Counties can also attach fees to the services rendered to the public, such as like a library fee. The county also gains money from water and sewer bills that are paid by the public as well. All monies that are raised for services have to go to a separate fund and cannot be put into the general fund to just go wherever. Money for services has to be spent on services.
Counties in the state of South Carolina offer services that are somewhat similar to those offered by the municipalities. It is typical of each county to provide public safety services. Counties also provide a variety of recreation services for the public, for example community parks and Dixie youth baseball. Because counties are the administrative arm of the state government, they provide essential services for the state government. Some form of medical is typically provided by counties although not necessarily. The jest of a county’s revenue comes from property taxes and fees for services. There are regional government services that are taxed as well such as water and sewer, regional libraries, and education programs. The monies raised from property taxes are spent on salaries, day-to-day operations, etc.
Both of you got it right, though you should have added some sales taxes that counties can add on accommodations and prepared meals, as well as a general sales tax for capital projects.
