Legislature – Question 4
Question to be answered by Carsten P, DeQuawn S, and Matt S. Where does South Carolina obtain revenues, what are the major things it spends them on, and who has the major say in how the state spends its money?

For starters, the legislature has the power to raise revenue and it has the say as to what the state money is spent on. There are three different categories that majority of the money falls in: General Fund, Federal Fund, and “other funds” The general fund is where all state taxes are located that would mean the state sales tax. Fees and any other types of fines are found in this fund as well. Federal funds are just that money given from the federal government to help support services such as education, social services, health care, and transportation. The legislature requires that these funds are appropriated for the budget by them. “Other funds” is the category that is made up of fees, fines and special levies. These funds are not used for anything except state agencies. An example of an agency would be the DNR (Department of Natural Resources). They obtain many of these fees thru fishing and hunting licenses. The major things the state spends its revenue on are public education and health and social services. Other portions of the budget are spent on higher education and law enforcement.
Matt S gave a nice succinct answer covering all major points! The only thing he may have left out is who has the major say, though Matt implies that it is the legislature. It is! No surprise here!
