Income for cities comes mostly from taxes, licenses, fines, investments, fees, etc. They may also get grants or other aid from the state. The majority of the money is spent paying city employees. Some goes to city operations and the rest goes to land, construction, and capital purchases. 90% of city money goes to one of five areas: transportation, public safety, housing and environment, recreation and culture, and administration however administration and public safety take up about 60% of the money.
Cities receive revenue through property taxes, license fee, permits, state/ federal grants, and charges for services. Some cities in South Carolina levy special taxes as accommodations tax. The bulk of the cities revenue is spend on public safety and administration.
